Establishes a 10-member special commission to investigate maximum allowable costs (MAC) lists used by payers and pharmacy benefit managers to set maximum reimbursement amounts for prescription drugs

Commission will examine current practices for determining and using MAC lists, their financial implications, industry-wide standardization, and transparency in MAC list development processes

Members include the Secretary of Health and Human Services (chair), legislative leaders from both parties, representatives from Massachusetts Association of Health Plans and Massachusetts Pharmacists Association, plus three governor-appointed advocates for health care providers, pharmaceutical companies, and PBMs

Report with findings and any draft legislation due within 180 days to House and Senate Ways and Means committees, Joint Committee on Health Care Financing, and clerks of both chambers
