Establishes a commission to study preferred pharmacy networks, which steer consumers to lower-cost pharmacies where insurers can negotiate reduced drug prices

Commission co-chaired by House and Senate chairs of the Joint Committee on Health Care Financing, with additional appointees from House and Senate leadership (majority and minority)

Includes the Director of the Health Policy Commission, Commissioner of Public Health, and Executive Director of the Center for Health Information and Analysis (or their designees)

Commission must conduct a cost-benefit analysis of preferred pharmacy networks and provide estimates of projected prescription drug cost savings

Report with findings, recommendations, and draft legislation due within 12 months to the Ways and Means committees, Joint Committee on Health Care Financing, and chamber clerks
