Requires health insurers to cover scalp hair prostheses (wigs) and facial medical pigmentation (including eyebrows) for individuals with alopecia areata, alopecia totalis, non-classical 21-hydroxylase deficiency, or permanent hair loss due to injury

Expands existing insurance coverage for hair prostheses beyond cancer/leukemia treatment to include autoimmune and medical conditions causing hair loss

Excludes coverage for hair loss that is part of the natural or premature aging process

Requires a written statement from a treating physician confirming the prosthesis is medically necessary

Applies to state employee insurance (Chapter 32A), commercial insurers (Chapter 175), Blue Cross Blue Shield plans (Chapters 176A and 176B), and HMOs (Chapter 176G), with coverage matching existing benefits for chemotherapy-related hair loss
