Division of Insurance must issue a comprehensive report at least every 5 years on the performance of Massachusetts' merged non-group and small-group health insurance market, in consultation with the Health Connector Authority and Center for Health Information and Analysis

Reports must analyze premium trends, cost-sharing, actuarial values, and demographic characteristics of market participants including age, risk score, geography, gender, family size, industry, and income

Study must examine utilization and spending trends using the Massachusetts All-Payer Claims Database, including hospital and primary care practice utilization differences between individual and small group members

Division may contract with outside organizations with private insurance market fiscal analysis expertise to conduct the studies

Reports must be published on the Division's website and filed with the House, Senate, Joint Committee on Financial Services, and Joint Committee on Health Care Financing
