Establishes fines for violations: $250 for first offense, $500 for second offense, and $1,000 for third or subsequent offenses, with appeals to the Division of Administrative Law Appeals within 10 days

Creates new statutory definitions for "functional turf" (lawns, playgrounds, sports fields, parks, golf courses, cemeteries) and "utility turf" (turf for ecological functions like erosion control, carbon sequestration, and heat island mitigation)

Amends Chapter 128 of the General Laws by replacing the definition of "Lawn" with new definitions for "turf," "functional turf," and "utility turf"
