Establishes a 6.25% rider-assessment on the total fare for all pre-arranged transportation network company (TNC) rides such as Uber and Lyft

Exempts rides booked through public entity programs, including paratransit services for eligible individuals, from the rider-assessment

Authorizes municipalities to impose an optional congestion assessment of up to $2.25 per ride, with funds dedicated to public transportation, bicycle/pedestrian infrastructure, and electric vehicle charging stations

Requires TNCs to report monthly ride data by city/town and assessment amounts collected, with aggregate annual data published on the division's website by June 30

Prohibits municipalities (except Massachusetts Port Authority) from requiring additional licenses or imposing local rates on TNCs, though they may regulate traffic flow for public safety
