Establishes a state-managed insurance pool to distribute risk among AV companies and authorizes fines up to $50,000 per violation for noncompliance with regulations

Requires the Division of Insurance to issue regulations within 180 days, mandates triennial review of insurance requirements, and takes effect 120 days after passage
