Eliminates deductibles for medically appropriate evaluation and management services in outpatient settings, including office-based and hospital-based clinics

Requires these services to be included in basic benefits packages offered by insurers and third-party administrators

Division of Insurance will develop guidelines determining which services qualify for deductible-free coverage

Applies across multiple insurance types by amending Chapters 32A (state employee insurance), 32B (municipal employee insurance), 175 (commercial insurance), 176A (hospital service corporations), 176B (medical service corporations), and 176G (HMOs)

Exempts plans governed by Federal Internal Revenue Code that would lose tax-exempt status (such as HSA-qualified high-deductible health plans) from the deductible prohibition
