Creates the Municipal Vulnerability Preparedness Plus (MVP Plus) grant program providing annual funding to certified municipalities from a new Municipal Vulnerability Preparedness Trust Fund, with at least 50% of funds distributed by formula based on road mileage, population, employment, social vulnerability scores, and flood hazard area proportion.

Requires municipalities seeking MVP Plus certification to complete a vulnerability assessment, adopt a specialized stretch resilience building code, and implement at least 4 of 6 specified policies: stormwater utility program, climate resilience hubs, green infrastructure policy with 35-hour training requirement, floodplain overlay district, tree protection ordinance, or updated precipitation analysis standards.

Directs the Secretary of Energy and Environmental Affairs to develop a municipal opt-in stretch resilience code within 18 months, with requirements for flood elevation, utility placement, flood proofing, extreme wind resistance, and extreme temperature standards exceeding current international building codes.

Establishes a 17-member advisory committee including state officials, climate scientists, engineers, planners, and representatives from environmental justice, affordable housing, insurance, and real estate industries to guide development of the stretch resilience code within 12 months.

Allows municipalities to use MVP Plus funds for climate resilience projects, personnel, regional projects, or contracts with regional planning agencies and nonprofit organizations, with projects automatically approved if not acted upon within 30 days.
