State and regional agencies must publicly disclose in writing whether any proposed rule or regulation will potentially have an adverse impact on commercial agricultural operations before promulgation

Regulations determined to impact agriculture require an impact assessment conducted jointly with the Department of Food and Agriculture, with findings submitted to legislative committees at least 45 days before promulgation

Municipal governments must complete a Department of Food and Agriculture form at least 90 days before enacting any regulation adversely affecting commercial farms

Regulations cannot take effect until compliance requirements are met, except for health and safety emergencies expiring within six months

Regulations with a negative impact of $500 per year or 20 hours of labor per year must be submitted to the Board of Agriculture for mitigation suggestions, with findings returned to legislative committees no more than 15 days before promulgation
