Amends Chapter 151B to replace the term "handicap" with "disability" and adds new anti-discrimination protections in healthcare settings

Prohibits public and private entities from denying or deprioritizing lifesaving treatment based on presumptions about reduced quality of life or life value due to disability or chronic health conditions

Bans healthcare resource allocation plans, including crisis standards of care during public health emergencies, from using metrics that assign lesser value to lives of people with disabilities (while still allowing consideration of short-term survival prospects)

Prohibits hospitals from conditioning treatment on patients having do-not-resuscitate orders, POLST forms, or advance directives, and bars discrimination based on these documents

Requires the Secretary of Health and Human Services to promulgate implementing regulations within 60 days of the act's effective date
