Executive Office of Health and Human Services must coordinate an interagency working group to analyze feasibility of claiming Title XIX (Medicaid) federal financial participation for MassHealth services provided to members attending Massachusetts state colleges and universities

Study must include MassHealth members of any age, specifically addressing students with intellectual disabilities, developmental disabilities, and autism spectrum disorders

Analysis must consider both programmatic and administrative federal claiming opportunities, covering students under and over age 22, as well as Medicaid/Medicare dual eligibles

Working group must publish report by April 1, 2025 and submit to the Joint Committee on Health Care Financing and Joint Committee on Higher Education

Report must include financial estimates of potential additional revenue, challenges and opportunities, and a high-level workplan for pursuing such revenues
