Requires MassHealth to cover rapid whole genome sequencing as a separately payable Medicaid service for beneficiaries age 21 or younger with complex or acute illness of unknown cause who are hospitalized in an ICU or high acuity pediatric unit

Defines rapid whole genome sequencing as analysis of the entire human genome returning preliminary results within 5 days and final results within 14 days, including patient-only or duo/trio testing with biological parents

Qualifying conditions include congenital anomalies in 2+ organ systems, abnormal newborn screens, metabolic disorders, refractory seizures, cardiac abnormalities, severe muscle weakness, and unexplained hypoglycemia/hyperglycemia

Genetic data generated must be used primarily for diagnosis and treatment, with all information protected under HIPAA and HITECH Act privacy requirements

Directs Executive Office of Health and Human Services to implement through regulations, federal waiver applications, or Medicaid state plan amendments as needed to secure federal funding participation
