Amends MassHealth (Medicaid) eligibility rules in Chapter 118E, Section 25 of the General Laws to reduce out-of-pocket costs for certain elders and persons with disabilities receiving community-based care

Creates a special calculation for patient liability amounts for individuals receiving home or community-based waiver services or enrolled in PACE (Program of All Inclusive Care for the Elderly)

Reduces the amount these individuals must pay to providers by the difference between the MassHealth deductible-income standard and 300% of the federal benefit rate

Excludes individuals in the "special income eligibility group" (established under 42 CFR 435.217) from this reduced payment calculation
