Establishes "Weighted Average Payer Rate" (WAPR) as a new metric combining inpatient revenue per discharge and outpatient revenue per visit across Commercial, Medicare, and Medicaid payers, weighted by Net Patient Service Revenue payer mix

Requires the Health Policy Commission to examine WAPR alongside costs, prices, and cost trends during annual public hearings held by October 1 each year

Mandates providers and provider organizations to testify on WAPR in addition to existing requirements covering payment systems, care delivery models, cost structures, and utilization trends

Requires reporting of WAPR for each acute care hospital and physician organization in health care cost analysis reports

Amends Chapter 224 of the Acts of 2012 (Massachusetts health care cost containment law) across multiple sections to integrate WAPR into the state's health care oversight framework
