Establishes a statewide drug repository program allowing donation and redistribution of unused prescription and over-the-counter medications to eligible patients who are indigent, uninsured, underinsured, or enrolled in public health benefits programs

Permits a broad range of donors including individuals, pharmacies, wholesalers, healthcare facilities, manufacturers, and government agencies to donate medicines to authorized recipients such as hospitals, pharmacies, and clinics

Requires donated medications to be in unopened tamper-evident packaging, not be controlled substances, not be adulterated or misbranded, and meet temperature storage requirements; orally administered cancer medications may be accepted in opened packaging

Prohibits resale of donated medications but allows recipients to charge handling, dispensing, and customary fees; for-profit recipients' charges cannot exceed their operational costs

Provides civil, criminal, and professional liability protection for all parties acting in good faith in the donation, receipt, dispensing, and administration of medications under the program
