Establishes a commission to study and provide recommendations to address and prevent surprise outside billing in healthcare

Commission members include chairs of the Joint Committee on Health Care Financing (serving as co-chairs), appointees from legislative leadership, and designees from the Health Policy Commission, Department of Public Health, and Center for Health Information and Analysis

Commission will evaluate policies requiring hospitals and healthcare providers to sell bundled service packages that include fees for all relevant physicians, including anesthesiologists, pathologists, and radiologists

Recommendations may include prohibiting surprise outside billing, requiring insurance carriers to hold members harmless, and applying regulations across all providers including HMOs and PPOs

Report with findings, recommendations, and draft legislation due within 12 months of passage to the Ways and Means committees, Joint Committee on Health Care Financing, and legislative clerks
