Provides at least 5% Medicaid rate increase for facilities where Medicaid residents account for 75% or more of all resident care days

Preserves capital payment rates using the September 30, 2019 methodology under 101 CMR 206.05 for Department of Public Health approved construction projects beginning October 1, 2020, including room conversions to reduce bed density
