EOHHS must direct MassHealth to amend regulations allowing adjustment of Personal Care Management (PCM) hours when client service needs change due to administrative hearing processes

Clients or representatives may request PCM hour adjustments when a scheduled hearing may alter their care plan; interim adjustments based on documented needs must remain in effect during hearing pendency

MassHealth must provide written notification of any PCM hour changes before and after hearings, explaining reasons and duration of interim changes

MassHealth must file proposed regulation changes within 120 days of enactment, with amended regulations taking effect within 180 days; a public comment period is required

EOHHS must monitor implementation, track complaints, and submit an effectiveness report to the Joint Committee on Health Care Financing within one year of implementation
