Expands the definition of "family member" in MassHealth home and community-based services programs to include legally liable relatives such as biological, adoptive, foster, and step parents, legal guardians, powers of attorney, healthcare powers of attorney, and adult children of care recipients

Allows legally liable family members to serve as paid caregivers through MassHealth, which current law may restrict

Requires the Executive Office of Health and Human Services to file a state plan amendment or federal waiver application as needed to implement these changes

Amends Section 12 of Chapter 118E of the Massachusetts General Laws
