Creates a 403(b) or similar individual retirement account program for personal care attendants and family child care providers in Massachusetts

Designates the Department of Medical Assistance as the employer of personal care attendants and the Department of Early Education and Care as the employer of family child care providers for contribution purposes

Requires state employer contributions to each paycheck plus dollar-for-dollar matching of employee contributions up to 100%

Establishes a 9-member governance board with at least 4 labor union representatives (2 for personal care attendants, 2 for family child care providers)

Mandates program establishment and enrollment procedures within one year of passage
