MA H1403

Establishes comprehensive MassHealth coverage for Massachusetts residents under age 21 who are ineligible for federal Medicaid or CHIP benefits solely due to their immigration status

Provides benefits equivalent to those available to other children of the same age and income level under existing MassHealth categorical and financial eligibility requirements

Requires the Executive Office of Health and Human Services to maximize federal financial participation for the program

Guarantees coverage will continue regardless of whether federal funding is available, committing the state to fund the program independently if necessary

Amends Chapter 118E of the General Laws by adding Section 16E after Section 16D
