Amends Section 15 of Chapter 12C of the General Laws to clarify the Betsy Lehman Center's role as a clearinghouse for developing, evaluating, and disseminating best practices for patient safety and medical error reduction

Requires the Lehman Center to coordinate state agencies involved in health care regulation, contracting, and delivery to meet patient safety responsibilities

Directs the Center to convene health care entities, consumers, and patient safety experts to develop a statewide strategic plan for improving safety for patients and the health care workforce

Authorizes the Lehman Center to establish a trust fund to receive, maintain, and spend federal and foundation grants in support of its patient safety mission

Grants the Lehman Center director powers under Section 6 of Chapter 6A for administering the trust fund
