Increases the monthly personal needs allowance for long-term care residents from $72.80 to $113.42, allowing them to retain more of their income for clothing, personal needs, and leisure activities

Applies to eligible individuals residing in licensed nursing facilities, chronic hospitals, rest homes, public medical institutions, and public psychiatric institutions who are not maintaining their own home

Requires the state to pay the difference if a resident has no income or income less than $113.42 per month

Establishes automatic annual increases to the allowance, tied to the same percentage rate as state supplementary payments for individuals maintaining their own homes

Amends three sections of Massachusetts General Laws (Chapters 117A, 118A, and 118E) to ensure consistent application across different assistance programs
