Expands eligibility for Medicare Savings Programs (Qualified Medicare Beneficiary, Specified Low-Income Medicare Beneficiary, and Qualified Individual programs) by requiring the state to disregard income equivalent to 165% of the federal poverty level when determining eligibility

Requires the division to implement a waiting list for the Qualified Individual Program when applicants exceed the annual federal block grant funding allocation

Mandates the division submit a state plan amendment to the federal government within 30 days of the law's effective date and promulgate necessary regulations for the income and asset disregards

Amends Section 25A of Chapter 118E of the Massachusetts General Laws
