Creates a new Executive Office of Equity reporting directly to the governor, with a Secretary of Equity and undersecretaries assigned to each existing executive office to apply equity considerations to all agency decision-making, budgeting, and policy development

Establishes a Health Equity Zone Trust Fund administered by the Department of Public Health, with at least 85% of funds awarded through competitive grants to municipalities and community organizations in geographic areas with documented health inequities and poor health outcomes

Requires MassHealth to provide comprehensive health coverage to children/young adults under 21 and all other residents regardless of immigration status, with implementation no later than January 1, 2025

Mandates health equity continuing education for licensed healthcare professionals at least once every four years starting January 1, 2026, covering topics including implicit bias, structural competency, and cultural safety training

Sets aggregate primary care and behavioral health expenditure targets at 30% above baseline expenditures through 2026, and requires state boards and commissions to be composed of at least 50% women and at least 25% Black, Indigenous, or other people of color
