Expands Health Safety Net eligibility to uninsured and underinsured patients with incomes up to 400% of the federal poverty level

Allows a deductible requirement for eligible patients with incomes between 200% and 400% of the federal poverty level

Makes eligibility retroactive to at least 180 days prior to application receipt

Creates a task force to study Health Safety Net Trust Fund financing adequacy, including fund shortfalls, payments from hospitals and ambulatory surgical centers, and reimbursements to providers

Task force appointments due within 30 days, first meeting within 60 days, and final report to the legislature within 1 year of enactment
