Establishes a special commission to study expanding eligibility for the state tuition and fee waiver program (under M.G.L. Chapter 15A, Section 19) to clients of state human services programs

Commission chaired by the Chair of the Board of Higher Education and includes secretaries/commissioners from Health and Human Services, Housing, Developmental Services, Mental Health, Commission for Deaf and Hard of Hearing, Commission for the Blind, Transitional Assistance, and MassAbility

Commission must identify state program clients who should become eligible for tuition waivers, compile data on the number and cost of newly eligible clients, and identify potential funding sources

All commission appointments must be made within 30 days of the resolve's effective date

Findings and legislative recommendations due to the Senate and House Clerks by January 1, 2027
