Creates a Green and Healthy Public College and University Building Planning Commission to assess campus buildings for energy efficiency, ventilation, air quality, accessibility, and public health standards, with reassessment required at least every 10 years

Establishes two new funds: a Public College and University Capital Debt Relief Fund to cover debt service on capital projects (prohibiting student fees for covered portions), and a Green and Healthy Public College and University Building Fund for renovations and new construction

Requires the commonwealth to pay 100% of costs for new academic, administrative, and auxiliary building construction at public higher education institutions after January 1, 2027, prohibiting financing through institutional funds or building authorities

Mandates that savings from debt relief be invested in hiring full-time faculty/staff, adjunct faculty compensation, and student success programs targeting low-income students and students of color

Commission must develop a plan by December 31, 2028 to bring all public higher education buildings into compliance with green and healthy standards by 2037, including cost estimates and public hearings at every institution
