Grants state retirement system eligibility to faculty teaching at least two 3-credit courses per semester or four 3-credit courses per year at public higher education institutions, including continuing education divisions

Extends state health insurance eligibility to part-time faculty meeting the same teaching threshold, regardless of funding source or employment term

Requires part-time and adjunct faculty to receive pro rata pay equal to full-time, non-tenure track faculty with comparable qualifications, subject to collective bargaining

Mandates public institutions create processes giving non-tenure track faculty priority consideration for teaching assignments after probation and fair consideration for tenure-track positions, including seniority accumulation and advance notice of job openings
