Requires all Massachusetts higher education institutions to place temporary notations on student academic transcripts when disciplinary proceedings begin for alleged sexual misconduct, including sexual violence, domestic violence, and stalking

Mandates permanent transcript notations upon final resolution stating the specific violation and whether the student was suspended, expelled, dismissed, or withdrew while under investigation

Requires institutions to publish transcript notation policies on their websites, provide annual copies to students/faculty/staff, and develop policies in coordination with their Title IX Coordinator

Applies to sexual misconduct allegedly committed on campus, off campus, or while studying abroad, with notations removed if a student is subsequently found not responsible

Institutions must submit annual reports to the Department of Higher Education by December 1 on the number of temporary and permanent notations, with aggregate statewide data published and filed with the attorney general and legislature
