Massachusetts residents designated as valedictorians by any public or private high school in the commonwealth would receive tuition and mandatory fee waivers at qualifying public higher education institutions

Waivers would cover up to four years of enrollment following high school graduation

If a valedictorian does not utilize the waiver, it cannot be transferred to the salutatorian

The commonwealth (state government) rather than individual public higher education institutions would bear the cost of these waivers

Applies to valedictorians graduating from Massachusetts high schools beginning in 2025 or later
