Establishes a pilot reimbursement program for tuition and fee waivers at all Massachusetts public higher education institutions for senior citizens age 60 and older

Waivers apply to undergraduate programs, summer sessions, evening classes, and specific courses between July 1, 2025 and June 30, 2026, limited to four courses per academic year and subject to space availability

Requires all state universities, community colleges, and UMass campuses to report foregone tuition and fee revenues to the state Comptroller, House and Senate Ways and Means Committees, and Joint Committee on Higher Education by August 1, 2026

Directs the Comptroller to transfer General Fund money to each institution to reimburse their foregone revenues after certification of the reported figures

Pilot program reimbursement totals will establish the base funding level for ongoing senior citizen tuition waivers in the General Appropriations Act starting in Fiscal Year 2027
