Creates a 15-member special task force to study the economic and educational impact of public-private partnerships between state educational institutions and private corporations

Task force membership includes chairs of the Joint Committees on Economic Development and Emerging Technologies and Higher Education, minority party appointees, and representatives from the Massachusetts Workforce Development Board, Life Sciences Center, Technology Collaborative, Biotechnology Council, Business Roundtable, and UMass

Task force must review existing state laws, regulations, and administrative directives pertaining to public-private partnerships

Task force must identify key labor sectors that would benefit most from grants and fellowships and require the Department of Labor and Workforce Development to submit industry employment trend reports to the legislature

Final report with draft legislation and regulations due to the House and Senate clerks within 12 months of passage
