Prohibits higher education institutions from withholding academic transcripts solely due to unpaid loan payments, fines, fees, tuition, or other expenses owed to the institution

Allows institutions to withhold credits and grades only for specific courses where tuition and mandatory course fees remain unpaid

Preserves institutions' ability to withhold diplomas or degrees for unpaid debts

Applies to all postsecondary institutions including public colleges/universities, private occupational schools, and private colleges and universities

Requires the Department of Higher Education to promulgate implementing regulations
