Individuals who are not U.S. citizens or permanent residents would be ineligible for in-state tuition rates and fees at Massachusetts public colleges and universities

Amends Chapter 15A, Section 9 of the General Laws to require that Massachusetts residency for tuition purposes also requires U.S. citizenship or permanent resident status under 8 U.S.C. § 1621

Maintains an exception for Massachusetts Maritime Academy, where residents of states in the federally designated regional maritime academy area would still qualify for in-state tuition rates
