Establishes the Massachusetts Office of College in High School within the Department of Elementary and Secondary Education to administer programs including early college, dual enrollment, Advanced Placement, International Baccalaureate, industry credentialing, and cooperative education

Requires all high schools to offer an affordable college in high school program to students before completing 12th grade, with programs open to all students without discrimination and using lottery if oversubscribed

Creates the Massachusetts College in High School Trust Fund to support programming, with priority for underserved communities and districts with high concentrations of economically disadvantaged students

Mandates public institutions of higher education develop written policies for accepting credits from college in high school courses, AP exams, IB programs, and dual enrollment, with annual Board of Higher Education review and reporting by July 1

Requires all public high school students to complete a FAFSA or Massachusetts Educational Financing Authority application, with opt-out provisions for parents/guardians or students 18 and older
