Department of Higher Education must review the practice of requiring standardized college entrance aptitude tests (SAT/ACT) for admission to public undergraduate programs in Massachusetts

Review must analyze how many public institutions in Massachusetts and other states require, make optional, or prohibit standardized tests, along with recent national trends

Study must examine whether SAT and ACT tests accurately measure college readiness, evidence of bias in the tests, and impacts on student success when tests are not required

Review must assess impacts of standardized testing requirements on diversity among racial/ethnic groups, income levels, immigrants, and first-generation students

Report due within 1 year to the Joint Committees on Higher Education, Education, and Racial Equity, Civil Rights, and Inclusion, and must be published on the department's website
