Massachusetts public colleges, universities, community colleges, and junior colleges must give priority in admissions, scholarships, and grants to certain Massachusetts resident students

Priority applies to students whose biological parents are deceased or had parental rights terminated due to abuse or neglect

Eligible students must have been legally adopted by a blood relative within the third level of consanguinity (such as aunts, uncles, or great-grandparents) or assigned a permanent legal guardian by a court

Adds new Section 37 to Chapter 69 of the General Laws
