Creates a hunger-free campus grant program managed by the Department of Higher Education to provide grants to public colleges, municipally administered colleges, and minority-serving institutions to address student food insecurity

Authorizes hiring a program director to develop guidelines and procedures, including requirements for designated campus staff, hunger awareness programs, acceptance of federal/state nutrition benefits at on-campus vendors, and meal credit sharing programs

Establishes the Hunger-Free Campus Trust Fund to receive appropriations, interest, and public/private donations, with funds not reverting to the General Fund at fiscal year end

Requires annual program report by July 1 detailing grant amounts, participating institutions, campus activities, student engagement levels, and outcomes

Requires separate annual financial report by October 1 on trust fund activity including revenue sources, expenditures, and projections for the following year
