Removes income eligibility restrictions for families already enrolled in the program and eliminates requirement that families be evicted or meet emergency shelter eligibility categories

Allows families facing no-fault or excused-fault evictions to apply for benefits after court summons and complaint is filed, enabling intervention before homelessness occurs

Permits families to combine HomeBASE benefits with Residential Assistance for Families in Transition (RAFT) funds from line item 7004-9316 when eligible for both programs and assistance is non-duplicative
