Establishes the Alternative Housing Voucher Program in statute to provide mobile and project-based rental assistance vouchers for low-income persons with disabilities, administered through local and regional housing authorities

Eligibility requires household income at or below 80% of area median income, with head of household being a person with a disability between ages 18 and 62

Participating households must pay at least 25% of net income toward rent (or 30% if utilities are included), with payment standards set between 110-120% of HUD fair market rent

Allows payment standards exceeding 120% of fair market rent as a reasonable accommodation for persons with disabilities, subject to department approval

Rental assistance payments may cover first month's rent, last month's rent, security deposits, and moving expenses; unspent appropriations carry forward to the next fiscal year rather than reverting to the General Fund
