Creates an Accessory Dwelling Unit Trust Fund to help property owners with incomes up to 110% of area median income build ADUs on their properties

Fund administered by the Executive Office of Housing and Livable Communities, with potential contracts to agencies including the Community Economic Development Assistance Corporation, Massachusetts Housing Partnership Fund, or Massachusetts Housing Finance Agency

Eligible expenses include architectural and design costs, site preparation, utility connection fees, impact fees, permitting fees, and other pre-development and closing costs

Financial assistance may be provided as grants, low or no-interest loans, subsidies, or credit enhancements, limited to the minimum amount necessary to make projects feasible

Fund revenues may come from legislative appropriations, gifts, grants, private contributions, loan repayments, investment income, and fees, with unspent funds rolling over rather than reverting to the General Fund
