Amends Chapter 40B to allow municipalities with a certified Housing Production Plan to be deemed as meeting "local needs" requirements, providing relief from certain state housing mandates

Requires Housing Production Plans to cover 5 years and include three elements: comprehensive housing needs assessment, affordable housing goals, and implementation strategies

Sets annual housing production goal of at least 0.50% increase in Subsidized Housing Inventory Eligible Housing units until the municipality exceeds the statutory minimum threshold

Establishes review process where plans must be adopted by local planning board and select board/city council, then approved by the Department of Housing and Community Development within 90 days (automatic approval if no response)

Creates certification system where compliance grants 2-year protection from Chapter 40B overrides, extended to 3 years if municipality achieves 1.0% or greater annual increase in affordable housing units
