Establishes a 9-member special commission to investigate the use and effectiveness of the Chapter 40B "comprehensive permit law" (sections 20-23 of General Laws)

Commission members include the secretaries of administration and finance, housing and economic development, and transportation (or designees), plus legislative chairs from housing and municipalities committees and minority leader appointees

Requires at least 14 public hearings, one in each Massachusetts county, to gather testimony on positive and negative aspects of the comprehensive permit law

Final report must include the law's history, other affordable housing mechanisms, summary of public testimony, and recommended legislative or regulatory amendments

Report due to the clerks of the Senate and House of Representatives by December 31, 2026
