Requires the Executive Office of Housing and Livable Communities and the Department of Housing and Community Development to give priority consideration to applicants who have lived in Massachusetts for at least 12 consecutive months when emergency housing assistance slots become available.

Applies specifically to individuals on the waitlist for the emergency housing assistance program.
