Establishes the Massachusetts Center for Housing Cooperatives within the Executive Office of Housing and Livable Communities to expand cooperative resident ownership, preserve existing cooperatives, and promote cooperative housing benefits to policymakers and the public

Center will focus on housing cooperatives for low to moderate income residents, with authority to provide grants, conduct research, and coordinate information sharing

Director appointed by the Secretary of Housing will have authority to hire staff, appoint committees, contract with consultants, accept gifts/grants, and issue regulations

Creates a dedicated Massachusetts Center for Housing Cooperatives Fund where donations and grants are deposited; funds do not revert to the General Fund at fiscal year end

Appropriates $100,000,000 in FY2026 for acquiring real estate, preserving, rehabilitating, and meeting capital needs of housing cooperatives, administered through DHCD, MassHousing, Massachusetts Housing Partnership, CEDAC, or ROC USA Capital
