Establishes a special commission to study cannabis consumption standards for public intoxication and operating under the influence, equivalent to existing alcohol standards

Commission includes 16 members: representatives from the Cannabis Control Commission, Department of Public Health, public safety officials, State Police, plus appointees from the Governor, legislature, district attorneys, bar association, medical associations, Harvard, UMass Medical School, and cannabis growers

Requires study of cannabis usage trends since legalization, including product strength, consumption methods, synthetic additives, and health/safety effects on residents

Commission must recommend legal intoxication limits, measurement systems for impairment, and operating-under-the-influence standards for all motor vehicles (land, water, air, remote-controlled) as well as workplace safety thresholds

Commission must form within 90 days of passage or by January 1, 2026, and submit final report with legislative recommendations by December 31, 2026
