Establishes a 7-member special commission to study Massachusetts condominium law, with 2 members appointed by the Speaker of the House, 2 by the Senate President, and 3 by the Governor (one serving as Chair)

Commission must include an attorney specializing in condominium law who primarily represents unit owners (over 51% of client base), an individual condo unit owner not on their Board of Trustees, and a Certified Property Manager with PCAM, CMCA, or AMS designation

Required study areas include unit owner rights, association/management responsibilities, independent audits of improvement and maintenance accounts, condo fee determination, and dispute resolution processes between owners and boards

Commission may hold hearings and invite expert and public testimony to inform its recommendations

Report with recommendations for future condominium regulations and statutes due to the House and Senate by January 1, 2027
