Establishes a special commission to study and define conditions for legalizing single-stair multi-family residential buildings up to six stories in Massachusetts

Commission will produce a building code amendment allowing these buildings, including health and safety mitigation measures

Commission consists of 13 members representing fire chiefs, architects, fire engineers, building regulators, planners, home builders, commercial real estate (NAIOP), housing advocates, and municipal building officials

Study must build on the Harvard Joint Center for Housing Studies report "Legalizing Mid-Rise Single-Stair Housing in Massachusetts" and include a technical safety comparison and implementation timeline

Allocates $250,000 from the General Fund for study costs
